Letter dated 21 September 1939 from Heydrich, Chief of the Security Police, to the Chiefs of Einsatzgruppen, concerning the Jewish problem in the occupied zone.

The letter referred to a conference hold in Berlin and cautioned that the planned joint measures (the ultimate goal) were to be kept strictly secret. The first prerequisite was to concentrate the Jews in the country to larger cities. Jewish communities under 500 in population were to be dissolved and transferred to the nearest concentration center. A Counsel of Elders was to be created in each Jewish Community which was to be responsible for the exact execution of instructions issued to it. The Chiefs of the Einsatzgruppen word required to report to Heydrich concerning the number of Jews in their area, the names of the cities designated as concentration points, the time for the evacuation, and other details in connection with the program to be carried out.
